An effigy is all are be - R (are) is short for races
Some say it's all they see see - not entirely sure how this fits but races happen in the cc (see see)

Pet penance queen

I wouldn't necessarily call it a plight myself but most people in the cc are hunting for the pet penance queen. To every "plight", obtaining it would be the key.
My use you cannot always see
The pet penance queen has no real use and is purely cosmetic (invisible +1 flex level boost). Further reference to its single eye?
Nuisance I may sometimes be
Could be referring to that it's a bug/pest i.e. a nuisance. Or how it always gets caught on the landscape furniture when you have it out as it behaves like a dumb npc and also can't run either.
Out of sight i let you free
If you are careless enough to die with it out, you let the pet go "free" and have to reclaim it - or roll for it again...
