The problem: Currently races are pretty consistently 30 minutes a pop. It takes around 3-5 minutes to select teams, and then around 3-10 minutes to scroll. If scrolling takes over 5 minutes it is typically one person causing the hold-up. Whether it is a knock at the door, a phone call, a bathroom break, etc. Unexpected things happen in life. The thing that really kills me about these delays is not knowing when the race will begin. It might just be one more minute, or another 5. I'm trapped sitting there ready to go not knowing when it will start and man those minutes feel like an eternity. Another down side is the hosts are taking unwarranted heat. Obviously the host has no control over this so you hate to see it.
My proposal: Say for example team selection finishes at x:05 and all of the teams have been chosen. The host would say starting at x:10 giving 5 minutes to choose roles and scroll up. This would alleviate the anxiety of not knowing when the race will begin and also with a deadline to scroll there would probably be way less delays.
Potential downsides: A down side is it might tilt the other 4 who get left behind none of whom had caused the delay. Might also take away from the casual aspect where you can just come to races and chill. So I totally understand that people will be opposed to this idea. I just want to improve the experience for everyone but I'm a little unsure of this idea myself. Races are really nice as is and it is amazing how efficient they have become. One race every 30 minutes was unheard of back in the day.

If some version of goes through, I'd like rebels to follow a similar format: the rebel team has a set amount of time to reach 0 before the call for rebels officially stops. This prevents everyone waiting for the rebel team to decide roles, gear and scroll.
Though this gives the rebels less time to get together than all the other teams, and rebel teams are a good way for players who don't get picked (often newer/less skilled) to play and feel welcome at races, it's more fair to players who showed up to race on time not to have to wait for those who didn't.

As someone who tries to attend as many Sunday Races as possible over the last two years that I've been in CBA, I don't really recall a time when it didn't take the full two hours to do all four races. So when you say that "one race every 30 minutes was unheard of back in the day", why do you think that was the case? Could it not just be that there were less people going to races or that metas were a lot simpler so players didn't require as many items when they geared? I honestly don't know I didn't play back then.
In regards to the problem at hand though, can races get a bit tedious when team scrolling takes a long time? Yes, and I agree that it can be irritating, however I'm not aware of anyone who has decided to stop going to Races just because team scrolling can take some time, therefore is it really a big enough problem? Like you say yourself, the way races are hosted currently is very efficient and still manages to consistently have a big turnout of players every weekend, which begs the question of whether your proposal for change is actually a necessary one.
Although, I do see no harm in at least giving it a go for a few weeks to see if it does have a desired effect, but I think it really comes down to whether or not the host wants to put in the extra effort for a potential benefit in an already stressful and heated environment. Thank you for reading.

Back in the BAU days when the Sunday races first started it took around 30 minutes just to pick teams. It might have taken up to an hour for a single race. So I see the current 30 minute races as an accomplishment.

Attention is the sincerest form of gratitude.
I believe the people who "hold it up" oftentimes are just not paying attention.
how to counter this? In my opinion, I say if someone doesnt enter team/pick role/holds up picks .... just move on to the next one. As a host, as inconvenient as it is, keep track of that empty spot and keep the due process going. if by the time the teams are fully picked and the few people havent entered, they have forgone their chance and we have to fill the spots with subs. If the person who was afk is sour about it, just point out rebels +3 and call it a day.

We just did 5 races in 2 hrs (24min pace) without needing the above methods, just everyone was present and it went smoothly. It was so nice. Shoutout to Ugne @@@@@@@@@@@@@@@@@@@@@@
